Principal's Message

Mr. John Moncrief
Principal of New Kent Elementary School

I would like to personally welcome you to New Kent Elementary School. New Kent Elementary School has been serving the children of New Kent for 37 years and has been my home for 14 of the 17 years I have been working for New Kent County Schools. Prior to my present role, I taught second grade at New Kent Primary School, became an assistant principal at New Kent Middle School and returned to New Kent Primary School as an assistant principal. For three years, I worked as assistant principal and helped with the transition of New Kent Primary to New Kent Elementary School. After the retirement of Fred Balmer in 2009, I became principal. I have a Masters of Elementary Education and a Masters of Administration from William and Mary.
New Kent Elementary School has a long tradition of caring for children. The warm and welcoming presence students feel within its walls was Principal Balmer’s proudest achievement and a legacy I make every effort to preserve each day.
Parents are welcome at New Kent Elementary. Come visit or volunteer. We have an excellent PTO, and I encourage you to become a member. Please contact me or David Baum, the assistant principal, if you have any questions or concerns. Call 804-966-9663. My e-mail is

Mr. David Baum
Assistant Principal

Hello River Otter family! I am proud to be a member of such a wonderful and successful school. New Kent Elementary School has a proven tradition of parents, teachers and support staff working together to accomplish great things. I know that together we will not only maintain our current achievement levels, but will get even better.
My commitment and background will hopefully assist with this growth. I started my career at the Jamestown/Yorktown Foundation teaching historical programs to elementary students across the Commonwealth. I then taught history at Surry County High School for seven years. Finally, I have served four years as the Assistant Principal at New Kent High School. With the opportunity to return to my first love, working with younger students, I was appointed Assistant Principal at New Kent Elementary School.  I look forward to assisting with the education of our students in a secure and nurturing environment. I believe in an open door policy, and, as such, if you need me please call 966-9663, or email me at
